Federalism and Rule of Law Defender Network (FRLDN) Mission Statement:
The Federalism and Rule of Law Defender Network (FRLDN) is dedicated to promoting and defending the principles of federalism and the rule of law in Somalia. Our mission is to ensure justice, transparency, and accountability across all levels of government, protect citizens’ rights, and hold government officials accountable for their actions in both national and international courts.

Objectives:

1. Defend Federalism
• Advocate for the constitutional protection of Somalia’s federal system.
• Defend the autonomy and rights of regional states and communities under federalism.
• Represent Somali citizens and regional governments in national and international legal platforms when federalism is undermined.

2. Uphold the Rule of Law
• Promote legal literacy and educate citizens on their legal rights.
• Defend and represent individuals and businesses whose rights are violated by the government.
• Ensure that government actions adhere strictly to Somali and international laws.

3. Accountability for Corruption
• Investigate, document, and expose corruption in Somali government institutions.
• Take legal action against corrupt officials both nationally and internationally.
• Advocate for legal and systemic reforms to enhance transparency and accountability.

4. Defend Human Rights and Business Interests
• Protect the human rights of all Somali citizens, particularly those impacted by unlawful government actions.
• Defend Somali businesses from exploitation, illegal taxation, and other unlawful activities by government officials.
• Ensure that Somali businesses have a voice and protection in the face of government abuses.

5. Pursue Justice Internationally
• Represent Somali citizens, businesses, and government entities in international courts and forums, particularly in cases where national courts fail.
• Pursue international legal action against Somali government officials accused of corruption, human rights violations, and unlawful practices.
• Cooperate with international organizations such as the International Criminal Court (ICC) and the United Nations to bring justice to corrupt officials.

Goals:

1. Establish FRLDN as the leading legal advocacy network for defending federalism and the rule of law in Somalia.
2. Build a robust legal team that operates both within Somalia and internationally to challenge violations of federalism and law.
3. Secure partnerships with regional governments, international legal institutions, human rights organizations, and business associations.
4. Create public awareness campaigns about citizens’ rights and the importance of federalism and the rule of law.
5. Develop a strong legal fund to support the prosecution of high-profile corruption cases.

Benchmarks:

1. Year 1:
• Establish offices in Mogadishu and key regional states.
• Launch a national public awareness campaign on the importance of federalism and rule of law.
• Handle 50 cases representing citizens or businesses in Somali courts.
• File 5 legal challenges in international courts against corrupt officials.

2. Year 2:
• Expand legal representation to international courts in 3 key corruption cases.
• Achieve legal victories in defending regional states’ rights under the federal system.
• Host national conferences on the rule of law, human rights, and federalism with 500+ participants.
• File at least 3 petitions before the International Criminal Court (ICC) or other relevant bodies.

3. Year 3:
• Establish FRLDN as the primary legal resource for Somali citizens facing government violations.
• Achieve at least 3 landmark rulings in Somali courts protecting federalism or the rule of law.
• Increase the number of corruption cases prosecuted by 50%.
• Secure partnerships with at least 5 international legal and human rights organizations.

FRLDN stands firm in its commitment to justice, ensuring that every Somali citizen and business is protected under the law, and that federalism and transparency remain the cornerstones of Somali governance.
