PUNTLAND FOCUS GROUP (PFG) | PFG DEEP CONCERN ON JALAM-HARFO PROJECT SCANDAL

Press Release (For Immediate Release)

Monday, September 10, 2018

The PFG is fully aware of the Report by the
Embassy of the Federal Republic of Germany in
Nairobi, Kenya, on September 6, 2018, with regards
to withdrawal of contractual agreement between GIZ
and Puntland Highway Authority (PHA) to finance the
construction of Jalam-Harfo Road, citing transparancy
and mismanagement issues.

PFG expresses dismay and disappointment in the turn
of event involving scandalous corruption situation
tarnishing Puntland’s reputation under the watch of
incumbent President, Abdiweli Mohamed Ali (Gaas).
The PFG finds it unfortunate to see the derailment of
this economically vital Road Project. The construction
of this road has been a lifetime dream for the people
of Puntland, and failure of this immense opportunity
given by the generosity of German tax-payers has
shaken up every Puntlander in the country and
within the diaspora.

The PFG, therefore, understandingly demands
full accountability for this misdeeds in the Project
management and urgently request Puntland
Incumbent Administration for finding the perpetrators
and corrupt personnel of this corruption scandal.
Owing to the tremendous and life-saving importance
of the construction of Jalam-Harfo Road, the PFG
kindly request the GIZ and Embassy in Nairobi for
not transferring the funds allocated earlier for the
construction of the road to other uses, until the end of
Puntland Election 2019.

Finally, the PFG takes this opportunity to thank the
Management of GIZ, the government and people
of Germany for the aid assistance and expertise
extended to the people of Puntland and Somalia.
