World Vision Somalia Program wishes to invite applications from highly competent dynamic, self-driven and results oriented Somali Nationals to fill the following vacancies to be based in Dollow, Somalia.
Monitoring and Evaluation (M&E) Officer
This role will provide overall technical monitoring and evaluation support to the World Vision Cross border project in Mandera-Kenya and Gedo Somalia with an aim of preventing local conflict, mitigating its impacts, promoting economic and private sector development and greater resilience as well as supporting transboundary cooperation and coordination of project initiatives. The incumbent will closely work with the project manager and partners in setting, monitoring and evaluating project performance targets in line with the project objectives and ensuring that they are achieved. He /She will be responsible for strengthening the project and partners’ M&E capacity and ensuring relevant M&E tools and frameworks are in place and regularly updated. He/she will ensure that all reports and information generated from the system meets the set standards as a means of growing a culture of generating credible, reliable, timely and cost effective information for management decisions, accountability and learning in alignment with the project cycles.
Major Responsibilities:
1. Assessment, Design & Planning
- Lead technical processes of mainstreaming and implementing project Accountability, Monitoring and Evaluation plans at community level in alignment with the World Vision Design Monitoring and Evaluation (DME) Learning through Evaluation with Accountability and Planning (LEAP) framework and Humanitarian accountability standards.
- Plan, design and carry out assessments and research exercises as appropriate.
- Provide technical support to the Project Manager, partner organizations and staff
- Support project start up workshop to ensure partners and project staff have good understanding of the project monitoring and evaluation and reporting requirements.
- Develop and manage an updated database and information management system for project plan, indicators and monitoring activities for the project
- Review the overall quality and consistency of project plans for logic, coherence, clarity and provide feedback and assistance to improve, paying attention to ensuring future projects are informed by assessment findings and recommendations.
2. Monitoring, Evaluation & Learning
- Closely work with the Project Manager and Regional DME Manager to setup and maintain appropriate and robust project M&E system with tools and frameworks
- Lead monitoring and evaluation processes using appropriate tools and provide guidance to staff and partners in their use.
- Routinely perform quality checks of monitoring and evaluation work, ensuring that planned monitoring and evaluation activities are taking place in time and are following set guidelines.
- Coordinate and facilitate lessons learned events among partners and communities to promote sharing of knowledge generated from project level community reflections, project monitoring and evaluations to improve future project selection, design and implementation as well improvements in existing frameworks
- Provide regular feedback to project staff to improve quality of documents at their source.
- Enhance learning, capacity building and systematization of knowledge through regular contributions to the monitoring, evaluation and reporting communities of practice.
- Provide documentation on case studies and success stories from the project.
- Foster participatory planning and monitoring by engaging partner staff in the M&E of activities.
3. Humanitarian & Programme Accountability
- Ensure that an appropriate humanitarian and programme accountability mechanism is established and functional for the cross-border project
- Ensure appropriate tools for Humanitarian Accountability (Complaints and response mechanisms) and mechanism of reporting are adopted, rolled out and functional for all project partners.
- Setup and manage appropriate community feedback mechanism (i.e. help desks, suggestion boxes, sms, etc) and methodology of feedback is established in all project communities
- Child protection incident reporting is mainstreamed into the humanitarian & programme accountability reporting system and incident reports incorporated in monthly reporting.
4. DME Capacity Strengthening
- Ensure DME capacity strengthening and awareness among staff and key stakeholders is enhanced. Key areas of focus will be:
- Working closely with the Regional DME Manager, conduct M&E capacity & competency assessment for staff and partners and design capacity building strategies to address gaps identified
- Coordinate structured mentoring support to build the M&E capacity of staff and partners
- Ensure tailor made trainings for project staff, other sectors, beneficiaries, communities and local authorities on community feedback mechanisms, documentation of best practices, Lessons Learned and how to capture most significant change stories and report writing
- Support the project team in developing output and activity tracking tools for purposes of ensuring systematic capture and reporting of project information.
5. Reporting
- Work closely with Regional DME Manager in reviewing project reports, ensuring completeness and quality; track project reporting deadlines, ensuring timely information provision to support excellence in reporting;
- Support project staff in report writing, ensuring full information provision in support of donor and WV compliance; (Guide staff in preparing progress reports in accordance with approved reporting formats and ensure their timely submission. This includes monthly reports, quarterly progress reports, annual project reports and Evaluation report),
- Work closely with Regional DME Manager in developing/implementing monitoring tools to capture project/program impact;
Qualifications: Education/Knowledge/Technical Skills and Experience:
- A minimum of a university degree in Social Sciences, Statistics, Community Development, Development Studies, Local Governmence or any related field.
- Demonstrate experience in analysis using qualitative and/ quantitative methods including use of participatory methods and tools for planning, monitoring & evaluation
- Knowledge of the SPHERE standards, Humanitarian Accountability Partnerships; other international humanitarian standards and other capacity building skills.
- Minimum of three years’ work experience in community based programming, local government or work with NGOs or humanitarian agencies, of which at least two years must be in monitoring & evaluation.
- Computer literacy is required working knowledge of MS Word, Excel, Power point, statistical packages as SPSS.
- Demonstrates good communication skills both verbal and written
- Demonstrate very good report writing skills
Working Environment / Conditions:
- Work environment: Office-based with 90% frequent domestic travel to the field
- Travel: 10 % Domestic/international travel may be required.
