REQUEST FOR CONSULTANTS

The Adventist Development and Relief Agency (ADRA) Somalia is an International Non-Governmental Organization registered in Kenya and operating in Somalia. ADRA Somalia is seeking services of a consultant to assist in DEVELOPMENT OF SPECIAL NEEDS AND INCLUSIVE EDUCATION POLICY IN SOMALI FEDERAL STATES

Consultancy Objective

The objective of this consultancy is to develop a policy that will address the gaps in Special Needs Education (SNE) and Inclusive Education (IE) in the Federal States of Somalia, in line with the government’s overall education goals. The policy must seek to promote a society in which all persons are accorded the educational opportunities to achieve their full potential irrespective of their economic status, social class, ethnicity, language, religion, gender, ability or otherwise.

The proposed policy framework will be anchored on and will aim to achieve the following overarching objectives;

i. To enhance early identification, assessment of support needs for leaner and school, intervention to promote awareness on the educational needs and abilities of persons with special learning needs and disabilities within the education system and wider community.

ii. To promote and facilitate inclusion of children with special needs in formal and non-formal education and training.

iii. Promote barrier free environment for learners with special needs in all learning institutions.

iv. To provide and promote the use of specialized facilities, services, assistive devices and technology, equipment and teaching/learning materials.

v. To develop capacity of professionals, specialists and essential service providers to deliver quality services to learners with special needs and disabilities.

vi. To enhance collaboration and networking, strategic partnerships and participation of stakeholders including relevant ministries (education, health, social development), parents of children with disabilities and other special needs; Disabled People organisations and organisations working in the field of disability and health.

vii. To support research and development on inclusive education for students with disabilities and other special needs, documentation and dissemination of relevant information.

viii. To promote effective management and coordination of services to support learners with disabilities and other special needs

Qualifications and Experience

· Post-graduate degree in education/policy planning or relevant field from a recognized institution of higher learning.

· Extensive experience in research/policy development process

· Strong command of good practice in education management, policy development and implementation

· Demonstrated understanding of governance, budgeting and accountability in the education sector

· Ability to work collaboratively with education actors and government ministries

· Experience and working knowledge for fragile or conflict countries will be an added advantage
