ICLA Project Assistant – Puntland, (National Position) – Somalia

The NRC Somalia/Somaliland Country Programme is part of the NRC Horn of Africa, Yemen, Uganda and South Sudan regional mission. Operations in the region began in Somali land in 2004, expanded to Puntland in 2006, South Central Somalia and Kenya in 2007. Prioritized activities focus on Shelter, WASH, Education, Food Security,Protection and Information, Counselling and Legal Assistance (ICLA).
the purpose o this position is:
Under the guidance of the ICLA Project Officer contribute to the fulfilment of the aims and objectives for NRC presence in Puntland.
Contribute to the planning and implementation of the Information, Counselling and Legal Assistances programme in Galkaio.

Job description

Generic Responsibilities
Adhere to NRC policies, tools, handbooks and guidelines
Assist with the implementation of the ICLA function portfolio according to plan of action
Prepare and develop status reports as required by management
Ensure proper filing of documents
Promote and share ideas for improvement of the ICLA Core Competency

Specific Responsibilities

Assist the ICLA PO in the planning, coordination and execution of the project activities such as field assessments, information campaign on Housing Land and Property (HLP), Legal and Civil documentation (LCD) and other people affected by displacement rights, individual legal counselling, training of IDP committees and identifying key advocacy messages.
Participate in community needs assessment and identify beneficiaries in need of counselling on ICLA thematic issues.
Participate in field data collection for assessment, post-distribution monitoring and general monitoring of project activities.
Archiving and entering of information into the ICLA database
Mobilize communities to participate in designing activities, implementation and monitoring.
Ensure timely preparation of activities
Monitor, evaluate and suggest improvements to increase efficiency in project implementation
Attend weekly and monthly meetings and provide accurate and updated information on ICLA activities
Liaise with NRC partners (especially local authorities) and other stakeholders (IDPs, host community, local leaders, NGOs and the UN) on ICLA related issues.
Represent NRC in a professional manner in meetings with partners
Report any problem related to finance, administration and logistics within the ICLA team to the Project Officer.
Actively promote the rights of IDPs/returnees/refugees, be protection and advocacy oriented and ensure gender mainstreaming in ICLA programming.
Carry out any other relevant tasks as required by line manager.

Qualifications

Academic and Professional Qualifications
Good educational background in relevant field, such as protection, political science, law or other relevant fields.
Knowledge of the statutory, customary and Sharia legal systems of Puntland an asset

Relevant Experience

Minimum 2 years working experience within the humanitarian sector in a similar position
Experience from legal or protection work an asset
Experience in community mobilization and data collection
