  1. Role and responsibilities

The Livelihoods and Food Security Project Assistant will help implement and monitor NRC’s livelihoods and food security programmers in Gedo region. Initially, the Project assist will focus on the activities in Luuq but roles might be expanded to other areas within the Jubbaland regions. The Livelihoods & Food Security Project Assistant will be working directly with the communities, beneficiaries and local authorities in target locations in Gedo. Under technical the leadership of the project officer and Dollow team leader at the moment, the project assistant will undertake beneficiary mobilization, project setup and delivery of project activities according to NRC project cycle management. The Livelihoods & Food Security Project Assistant (LFS PA) will be involved in both administrative and program support activities of the LFS Core Competence and broader NRC program as summarized below.

Generic responsibilities

  1. Adhere to NRC policies, tools, handbooks and guidelines
  2. Assist with the implementation of the support function portfolio according to plan of action

  6. Use initiative in day to day problem solving in line with agreed procedures, priorities and standards for the area of work

Specific responsibilities

  1. Administrative
  • Prepare procurement requests (PRs) in Aggresso where applicable and liaise with logistics to support stock requisition of materials from stores to support project activities using the correct procedures
  • Liaise with your supervisors to support in preparation of contract documents, verification certificates for incentive workers, partners and other service providers timely to facilitate proper and prompt payment to the partners
  • Work with incentive workers to ensure that correct data capture procedures are adhered to during PDM and other monitoring activities
  • Administer working advances, field based resource person’s payments and participants’ activity payments in compliance with NRC policy
    1. Program support
  • Help select beneficiaries eligible for livelihoods and food security programmes, based on guidelines and procedures given by the LFS Officer(Dollow) and Livelihoods and Food Security Coordinator.
  • Transfer of standard technologies/innovations to farmers including but not limited to bee keeping, irrigated farming, tree nursery technologies, fodder conservation
  • Help pastoralist communities identify other alternative livelihood ventures that are context specifically viable and build their capacities on the same.
  • Identification of farmer needs, interests, knowledge gaps, skills, problems they are facing with their crops (e.g. pests and diseases; access to inputs, pasture quality preservation) in the different villages before implementation of new initiatives.
  • Carry out demonstration of best farming practices to the farmer beneficiaries.
  • Immediately report any challenges or implementation delays to the LFS Officer and Livelihoods and Food Security Coordinator.
  • Maintain clear and up to date records of livelihood programme beneficiaries and activities (beneficiary numbers, locations, contact details, activity progress) – including by regularly visiting beneficiaries’ homes or businesses.
  • Help collect baseline and monitoring data by conducting interviews with beneficiaries and key informants.
  • Organize nutrition, food security and WASH awareness sessions for beneficiaries and host communities.
  • Participate in project design, planning, implementation, monitoring and evaluation including rapid assessments, and other data collection in order to inform and improve programming
  • Liaise and work with fellow project assistants including field assistants to implement and document LFS activities in Gedo region with special focus on the projects assigned.
  • Support and work with incentive workers, implementing partners, suppliers & beneficiaries to; build capacity, ensure that correct documentation procedures are adhered to during field activities including M&E activities
  • In consultation with the project officer(s) and project coordinator, represent NRC in community meetings, coordination meetings and other information sharing fora that is available
  • Communicate timely and adequately of any concerns that threats the smooth operation of program and advise of possible course of actions to take
  • Timely reporting and support in preparation of project reports/updates for the ongoing project activities
  • Any other duties assigned by your supervisors

Professional competencies for this position:

  • Experience working in relief operations in complex and challenging environments;
  • Excellent interpersonal and networking skills and the ability to liaise with figures from the humanitarian community, local government and army, and other relevant actors, when required;
  • Willingness to work in demanding, stressful situations under difficult living conditions with respect for basic security rules;
  • Fluency in both spoken and written English is required

Context/ Specific skills, knowledge and experience:

  • Diploma in Agriculture/ sustainable Agriculture/Agriculture Extension/Rangeland Management/ or any other related discipline.  Degree is desired.
  • Minimum 3 years’ relevant experience within the humanitarian field
  • Prior experience (Minimum 2 years) in community work preferably in humanitarian field, training and coaching farmers and good understanding on principles of extension.
  • Experience from working in complex and volatile contexts
  • Knowledge of basic computer skills (MS Word, Excel and Power point)
  • Documented results related to the position’s responsibilities
  • Knowledge of Geddo region contexts
  • Local knowledge of Somali dialect
  • Experience in participatory community analyses (participatory rural appraisal, PRA techniques).
  • Adherence to set security standards
  • Mainstreaming Gender perspective in the scope of work
