WHY IS SOMALILAND RECEIVING FULL GPE GRANT WHILE SSC-KHATUMO AND THE REST OF THE FEDERAL MEMBER STATES HAVE NO ANSWER, ASKS MP ABIB

In addition to rampant corruption and mismanagement at Somalia’s Ministry of Education under the leadership of Minister Farah Abdiqadir, there are now new concerns about the whole donor funds process and why all of a sudden Somaliland was granted full authority to receive the full grant from the GPE independent of the rest of Somalia’s Federal Member States.

Then there is the newly formed SSC-Khatumo administration and why the GPE is failing them and has disregarded their rights to establish and manage their own state education under Somalia’s federal education system.

As the only member of Parliament who takes his duties to heart, MP Abdillahi Hashi Abib has fired off another letter to GPE Secretariats and to international donors demanding accountability and respect for Somalia’s sovereignty and territorial integrity.

In this latest LETTER, MP Abib addressing directly to GPE project Manager Save the Children asks, “You and GPE have not explained why Somaliland was granted full authority to receive the full grant funds from GPE independent of the rest of the Federal Member States.”

MP Abib continued, “Sending GPE funds to the Somaliland Ministry of Education directly violates the federal structure of Somalia and disregards the rights of the newly formed SSC state government to manage and establish their own state education system independent of Somaliland. This is particularly troubling given that Somaliland forces every student to learn the history of the Somalia National Movement (SNM), which represents only one tribe at the expense of five other tribes, and has committed crimes against civilians in that region within Northern Somalia.”

Then MP Abib urges SAVE and GPE “to provide a comprehensive explanation and rectify this situation to ensure that the GPE funds are allocated in a manner that respects the federal structure of Somalia and the rights of all its member states.”

On 26 May, Christina Toepell, Deputy Head of British Office Hargeisa and Development Lead posted on X,
“Excited to launch the Global Partnership for Education with the Government of #Somaliland today! GB co-funded GPE commits $27m.”

Ms. Toepell didn’t clarify if the $27 million donor funds is for Somaliland only and didn’t mention if SSC-Khatumo education funds were included in Somaliland’s education grant.
